Salient Points Of The Manifesto



On 29th November 2008, 1.75 crore citizens of Delhi will have a golden opportuniity to rid themselves of a decade of Congress' corrupt and directionless rule.

The Bharatiya Janata Party gives a categorical assurance to citizens of Delhi that on coming to power it will make Delhi a world class metropolis. People from different stratas of society, from different regions and states, will have an equal opportunity for livelihood and growth in an environment of mutual trust and cooperation. All this progress will be achieved under the dynamic leadership of Prof. Vijay Kumar Malhotra whose vast nvolvement in political and public life, spotless personality, administrative acumen, and decades of legislative and parliamentary experience would be a cause of envy; for any public figure. The tenure of Prof. Malhotra as the Chief Executive Councilor of Delhi 1967-72) is regarded as the golden period for the development of Delhi. During his tenure as the CEC for the first time flyovers were constructed, underground subways laid, 18 new colleges were opened, Yamuna banks were beautified and greened, landless were allotted land, new hospitals and dispensaries were opened and Delhi was made clean and beautiful city.

The BJP assures all Delhi citizens a bright future, full of hope.
The BJP gives a solemn pledge that:

  1. Capital Delhi will be made one of the best cities of the world: beautiful, clean and full of greenery.
  1. The languages, culture, customs, festivals and regional specialties of all the people from different linguistic regions would be respected and preserved.
  1. Fear, hunger and corruption would be eliminated through an honest and effective governance.
  1. Sincere attempt would be made to accord status of full statehood to Delhi
  1. 1 lakh housing units would be constructed every year for low income and middle class people. Cooperation of private sector would be sought for this.
  1. All unauthorized colonies would be regularized and provided with civic amenities.
  1. One time amnesty scheme would be launched to regularize the unauthorized construction in houses and shops done till now.
  1. Jhuggi Jhopri residents would be settled through in situ development.
  1. Strong steps would be taken to control prices.
  1. All poor people would be given ration coupons and they would be able to purchase ration at lower prices from any shop.
  1. Water and electricity scarcity would be removed. Safe drinking water would be supplied to all areas.
  1. Companies would be forced to change the fast running electricity meters. Sewage drains would not be allowed to disgorge in the river Yamuna. The river Yamuna would be made clean and pollution free.
  1. Terrorism would be curbed by adopting strong measures.
  1. The central government would be pressurized to enact stringent laws against terrorism.
  1. The file on death sentence of Afzal Guru, which is kept in cold storage by the Sheila Dixit Government, would be immediately sent to the Centre.
  1. Land compensation would be given to farmers at the market rates.
  1. Fifty new colleges would be opened with a view to admit all eligible students after 12th class.
  1. Medical colleges and hospitals would be opened.
  1. 10,000 additional beds would be created in Delhi hospitals.
  1. One dispensary, one gym, one community centre and one ornamental park would be constructed in every municipal ward.
  1. Metro rail would be extended, ring railway scheme would also be introduced.
  1. Attempt would be made to remove traffic jams on roads and a high quality integrated transport and traffic policy would be framed.
  1. In collaboration with private sector multi-storied and under-ground parking lots would be constructed
  1. Ownership rights , would be given to the residents of resettlement colonies.
  1. Anomalies in the pay scales of teachers would be removed and their age of retirement would be raised.
  1. Petty livelihood earners in the unorganized sector like Rehari-Patri walas, Khomcha Walas, Barbers, Washer men, etc would be provided with earmarked places.
  1. For the journalists of Delhi, Indraprastha Club would be constructed and the most modem media centre established.
  1. Illegal infiltration would be severely curbed and illegal foreigners would be identified and deported back.
  1. Delhi has become the crime capital of lndia. Effective steps would be taken to curb crime and ensure security of women and senior citizens.
  1. BRT Corridor Scheme would be reviewed and appropriately modified.
  1. The fleet of buses would be doubled; through public-private partnership modem buses will be introduced.
  1. Supplementing the existing medical and health services, a medical insurance scheme would be introduced to provide additional medical and health care, the government would pay the premium of BPL people.
  1. Adulteration in food items and medicines would be severely curbed.
  1. A network of libraries and reading rooms will be established.
  1. The anomalies in the Master Plan would be removed; the Plan would be suitably modified to harmonize it with the ground realities of Delhi.
  1. Distributive character of Delhi trade would be strengthened and expanded.
  1. Steps would be taken to make the decision to grant the status of 2nd language to Punjabi a meaningful one.
  1. The culprits’ of1984 anti-Sikh riots would be punished expeditiously.
  1. Centers would be opened for the recreation of and infusing 'Sanskaras' in children
  1. Women would be provided with greater employment opportunities.
  1. Effective steps would be taken to provide relief to Kashmiri and Afghani Sikh migrants.
